Liong Yuen Ming BCA CTO

Liong Yuen Ming

Singapore’s Building and Construction Authority

Yuen Ming has been leading capability development and transformation work for over 3 decades across various public and private organizations. During his tenure with the Singapore Armed Forces, he played a pivotal role in the development of the 3rd Generation Army Transformation as well as the Joint Training Area Development Agreement between Australia and Singapore. While in the Singapore Technologies Land Systems Yuen Ming was entrusted with the responsibility to build-up the Healthcare Robotics business and in the process led an M&A team to fully acquired the US Robotics company, Aethon. His tenure in SMRT also saw him master planning the Train Digitalization programme and roll-out the major digital solutions, which is a key thrust of SMRT’s transformation effort.

More recently with BCA, Yuen Ming led a team to develop the BuildSG-COVIDSafe digital solution that has enabled the Built Environment to better manage COVID control measures on the ground in support of the industry effort to restart work safely.

Dr Tan has been the IT Director of the Building and Construction Authority of Singapore since 1999. His main responsibility includes spearheading the implementation of CORENET, a one stop e-submission system that allows the construction industry to submit electronic building plans to 16 different regulatory agencies for approval.

As IT director of BCA, he is also responsible for formulating and implementing IT master plan for the organisation. In 2010, he was tasked to head the Centre for Construction IT in BCA Academy to help the construction industry transform itself by embracing ICT technology. He is also involved in various national committees working on smart city, cloud and IT procurement policy.

Founder & CEO

SJ graduated with an MBA from the Ross School of Business at the University of Michigan. He is a successful serial tech entrepreneur with a track record in building tech startups and bringing them to profitability.

He is the founder and CEO of Hubble, which is the leading Singapore technology company focused on the Building and Construction industry. Hubble most recently closed an oversubscribed Series A funding round and raised in excess of $5.4 million. Hubble was also awarded by IMDA and BCA to develop Singapore first Construction Digital Platform – The Hubble Platform – to help bring the industry closer to an integrated digital delivery (IDD) future. Hubble is also the proud official partner of BCA for the BuildSG-COVIDSafe platform to help our construction industry restart safely. Prior to Hubble, he was the CEO of SWAT (Ministry of Movement) where he raised a $3 million pre-series A round and successfully led and won the LTA tender worth $2.6 million to build Asia’s first on-demand public bus system beating the likes of GRAB and Continental.

Gladys Jahja

Business Development Manager

Gladys is Hubble’s Business Development Manager based in Singapore. She is passionate about modernising and transforming the construction industry with the use of new technologies.

During her studies, Gladys ran award-winning projects in collaboration with renown construction firms and was part of the BCA’s sponsorship programme for high-calibre students in the built environment. She has been working closely with contractors and consultants to help accelerate the digital transformation of Singapore’s construction sector.
